PLANNING COMMISSION APPROVES THREE BUSINESSES DOWNTOWN

The Harrison Planning Commission approved three new businesses for the City’s historic downtown district.

Blackbird & Co. Hair Studio will be located at 227 Harrison Avenue. The studio will bring more than 200 existing clients to the location for haircuts and styling, waxing and makeup services. Blackbird will also sell hair products, jewelry, clothing and accessories. 

Local Neon will be a family-friendly tavern at 228 Harrison Avenue. The applicants for Local Neon own the Peek-A-Baby business next door. The proposed new establishment will offer tavern food such as hot dogs, popcorn and soft pretzels along with draft beer, other alcoholic beverages, billiards and electronic gaming machines. Live entertainment will be provided in the rear courtyard.

White’s Realty will move their office from 225 Harrison Avenue to 514 Harrison Avenue. In addition to being White’s business office, they intend to use the new space for entertaining clients during special events in The District. The move also frees up space the realty office was sharing with The Little Fern, so that shop can expand.

The new businesses are subject to fire and safety inspections before they are granted Certificates of Occupancy by the City.

Business and property owners attended the Feb. 14, 2023 Planning Commission Meeting. The Commission shapes growth and development within the City by recommending zoning districts and appropriate regulations. 

Business owners are required to submit a Zoning and Use Permit to open a business in the Downtown Redevelopment District (DRD). Permits must be approved by the Planning Commission under Section 1143.07.B of the City of Harrison Zoning Code which states, “All Downtown Development Plans shall show construction consistent with the overall theme approved by the Planning Commission and Council for development in the DRD. A building permit or zoning certificate contemplating any use shall not be issued for real estate until a Downtown Development Plan has been approved by the Planning Commission.”
